How can I get my hair to be white so that I can dye a blonde over it?

I have used a lightening treatment 3 times, a hair color stripper, a blonde hair dye, and I last tried "splat lightening bleach" I have come a long way from black, but it's still not as light as I want it. I feel like I'm stuck at the "orange with yellow roots" stage. HELP!
